The Governor anticipated this law suit and favors a state constitutional amendment to address the abortion issue in his State. While he's pro-life he believes that the people of his State should decide this issue, ie through a vote of the people.

Quote from Governor's web site press realise.

"However, I believe this question needs to be decided as soon as possible so that the issue of abortion in Wyoming can be finally resolved, and that is best done with a vote of the people.”

Long story short: back in 2012 Wyoming voters approved a constitutional amendment which basically banned government interference in health care, which largely emerged from conservative paranoia about "Obamacare". Fast forward to 2023 and this same constitutional amendment arguably blocks any Wyoming laws restricting abortion access. Convincingly enough that a judge has granted a temporary restraining order against enforcement of the new Life is a Human Right Act as well as Wyoming's earlier "trigger" law (which banned abortion when Roe v. Wade was overturned).

Ooops.

There is always an unintended consequence rider on any laws you pass. That's something that good conservatives (and not ideologues) always knew.
