Conconully, WA: Yesterday Division Charlie was gridding for any additional hot spots and doing work on repairing handline. There was a hot spot found approximately 500 feet in from the perimeter and mitigated. Division Xray continued their gridding and securing line. Division Foxtrot was in patrol status and no hot spots or hazards were located. Moving into today the fire perimeter is in patrol status. Work will continue on repairing dozer and handline. Heavy equipment has finished up their repair work on Xray and is moving to Division Charlie.

Weather today is expected to be mostly sunny and clouds will build in the afternoon with a slight chance of precipitation. The max temperature of 60 degrees and humidity hovering at 43%. Winds 5-9 with gusts in the afternoon to 18 mph.

Road closures remain in effect and are being evaluated on a daily basis. The main reason for the closures is for firefighter safety and the safety of citizens. Please adhere to the closures.

· FS Road 37 is closed at the junction with FS Road 42 · FS Road 38 is closed at the forest boundary north of Conconully · Mineral Hill Road is closed just west of Conconully

There are no evacuation orders in place at this time.

The Muckamuck Fire started by lightning on Saturday August 4, 2021. The fire is located in and around the Town of Conconully, Washington. Mixed conifer with dead and downed materials are the primary fuel source along with ponderosa pine, sagebrush, and cured grass meadows. The fire is estimated at 13,297 and is now 97% contained. During the first phase of the fire there were 4 primary and 3 secondary structures lost.

Did you know? Roles and responsibilities of the team continued: Communications: On every incident whether it’s a structure fire or wildland fire communications is a challenge. This could be due to reception, wrong radio channel, low volume, etc. For an incident management team communications are critical. Once they arrive on scene, they become a mobile dispatch center. Since most fires are not in a place where you can break out a radio and get reception, they have to create the band for the radios with repeaters. This is done by finding the locations that will get the crews on the ground the best chance of reception. A mobile repeater gets set up either by driving to the top of a mountain or taking a ride in a helicopter to the highest peaks. Once that portion is set up the communications team makes sure everyone has a radio, and its “cloned” with the correct channels. If crews do not have a radio, one is checked out to them. Once everything is set up (which is no easy task) those radios need to be monitored. The communications team monitors traffic day and night. If we have night crews on the fire, they have someone on graveyard shift managing the radio. Good radio reception allows the crews to notify each other of hazards, progress, equipment movement, and emergencies. It is safe to say its like a relationship “if communication breaks down there is a big problem”. This team is critical to the success of the whole team.

9/13/21 Monday morning update Muckamuck Fire
Conconully, WA: Yesterday: Crews in Charlie Division worked on back hauling equipment and finished securing perimeter lines. Division Xray continued repair work on campgrounds, backhauling equipment to spike camp, gridding for hot spots, and repairing dozer and handlines. Division Foxtrot remains in patrol status.
Today: Division Charlie is gridding for any additional hot spots and doing work on repairing handline. Heavy equipment should move into that division today for repair work. Division Xray will continue their gridding and securing line. The heavy equipment in that division will finish their work and move to Division Charlie.
There are several crews that are timing out (been on the fire for 14 days) and will get released from the fire. Numbers of personnel will continue to decrease as the fire is winding down.
Weather today is expected to be 62 and sunny with humidity at 35%. East winds will be 5-6 mph and becoming southeast in the afternoon.
Road closures remain in effect and are being evaluated on a daily basis. The main reason for the closures is for firefighter safety and the safety of citizens. Please adhere to the closures.

Did you know? Roles and responsibilities of the team continued: Today is all about logistics. In the beginning we talked about building a small city that can accommodate the team and the firefighters. The logistics section is responsible for creating that city. Think about being in the woods with no amenities in site. Now, imagine I ask you to create a city with all the amenities you need to survive. And imagine I ask you to “build it in a day”; this what the logistics role is. Let’s talk about some things they have done on this particular incident. Logistics organized 6 yurts, 6 ac units, 3 very large generators, approx. 20 porta potties, lights for camp and surrounding parking lot, tent areas for sleeping, showers, food, medical areas, hand wash stations, face masks, security for camp and road closures, hand sanitizer, big tractor trailers to keep things cold, ice trailer, and initiating or securing agreements with vendors. This doesn’t include the day-to-day operations of camp which can be a challenge in itself. Many times, they are responsible for creating additional locations. These are locations away from the command post that are closer to the fire. It is ideal to have all resources in one place but, many times that is not possible due to size of location and access. These locations are called spike camps or in everyday terms “suburban” cities. I can go on and on about their roles and responsibilities. Let’s just say they are non-stop and keep everything running. These are just a few of the items that logistics is responsible for. They work 15 hours a day 7 days a week and are a vital part to making sure crews are getting the things they need to stay healthy and safe. We lovingly call this camp “Yurtville”.

Current Situation: Today on the northeast the fire crews continue to mop up to keep that area secure. Fire crews continue to secure all fire lines. In the northwest corner the resources have secured the line from the burn out and will continue to mop up. The repair work in the campground is ongoing. Air resources and hose lays are in place and supporting the mop up efforts. The backhaul of excess supplies and equipment is ongoing. Suppression repair along the Middle Mountain road to clean downed trees and piling slash from suppression action is occurring as equipment becomes available.

Weather: Sunny with maximum temperatures in the valleys are 74 to 79, 57 to 66 on the ridges top. Relative humidity will range from 24-38 percent.

Closure Order: 06-21-09-21-10 Southern Cub Creek 2 issued by the Colville National Forest has closed numerous areas, trails, and roads in and around the fire area

FS Road 37 is closed at the junction with FS Road 42 west of Conconully

The Muckamuck fire evacuation areas have all been removed.

Muckamuck Daily Update - September 1, 2021

Resources Assigned: 147 personnel
Current Situation: Cooler temperatures and light precipitation over portions of the Muckamuck Fire on Tuesday helped firefighters hold containment lines despite gusty winds. The northern perimeter of the fire is the primary area of focus for resources on the incident, remaining hot and exhibiting moderate behavior with smoldering, creeping, and occasional single tree torching. Areas near the northern fire perimeter that are retaining heat include heavy fuels, tree roots and the deep duff layer. Today on the northwest perimeter of the fire crews continue to mop-up, creating more depth to the containment lines. On portions of the northeast section of the fire, faller teams have been clearing hazard trees in advance of hand crews, creating safe areas to conduct mop-up operations. The south half of the fire remains within the existing fire footprint and is contained. Resources on the southern perimeter of the fire continue to back haul excess equipment and are conducting suppression repair operations on the secured containment line. Suppression repair standards vary from incident to incident but generally consists of providing erosion control features to prevent flooding in and around the fire footprint.
Weather: Cooler than normal temperatures are expected with maximum temperatures in the valleys in the low 70s and 50s to 60s on the ridges. Relative humidity will range from 25-35 percent.

⚠️ Safety Note: The Muckamuck Fire is an active fire, and certain roads and trails in the Conconully community and Colville National Forest remain closed for your safety. The public is reminded to stay out of closed areas for your safety and the safety of firefighters.
Current Situation: Firefighters increased containment on Saturday, and the Muckamuck Fire is now 60% contained. The priority for Sunday is to increase control in the fire’s existing footprint with hand line construction, maintaining established dozer lines, chipping, mopping up and hauling out excess fire suppression equipment. Crews will also continue to search for and suppress pockets of heat that are a potential future threat.
Weather: High pressure will contribute to a warm dry day with no cloud cover. Temperatures in the valleys will reach the mid 80s, with humidity around 20%. Winds will be be light and terrain driven, with wind speeds under 15 mph. Down-canyon wind flow is expected Sunday night.

Current Situation: The Muckamuck Fire is 50% contained, with spread to the north limited due to suppression action. The priority is to increase control in the fire’s existing footprint with tactics that include hand line construction, burning vegetation and maintaining established dozer lines. Fire crews continue to mop up and back haul excess fire suppression equipment. On Friday, aviation personnel deployed infrared radar to determine and act upon hot spots and other areas with excessive heat, and crews on the ground reported some smoldering and hot spots near the 38 road.
Weather: Friday was breezy with gusty northwest winds. Warming is expected this weekend as high pressure settles over the region. Anticipate drier weather with humidity between 20 and 30 percent. Winds are forecast to be light and terrain driven, with wind speeds under 15 mph.

Current Situation: Fire crews successfully conducted a slow and steady burn operation through vegetation Thursday to secure more of the northwest perimeter of the Muckamuck Fire, the most active of the four fires being managed by Northwest Interagency Incident Management Team 9. Another small burnout is planned today to secure the 25 road to the 38 road utilizing handline and hose lay as conditions permit. Firefighters will mop up and secure control lines within the town of Conconully and along West Lake Road, secure heat in around the 38 road corridor and coordinate hazard tree removal and other mitigation work with land owners.
A Level 3 evacuation remains in effect for the Salmon Meadows-Kerr area. The Sinlahekin Road, North Fork Salmon Creek Road, Mineral Hill Road and the West Fork Road all remain closed outside of Conconully city limits.
Weather: A cold front from the north brought scattered light showers to the valley areas Thursday night, but little precipitation for the Muckamuck Fire. Friday is forecast to be sunny, cool and breezy, with northwesterly winds and gusts in the valleys up to 25 mph. The winds should subside Friday night, followed by several days of normal warm, dry weather.

Resources Assigned: 219 personnel
Current Situation: Firefighters continue work to secure the perimeter of the fire by gridding for spot fires and extinguishing hot spots. Containment was reported at 50% Wednesday evening. Protecting the community and resources of the Conconully community remains a top objective. Crews are prepared to perform a tactical burn to removed unburned vegetation between the fire and control line in the northwest corner late afternoon Thursday and into the evening if conditions are favorable. Firefighters are also chipping large, unburned vegetation and patrolling the fire line as they mop up. Aircraft continue to monitor the incident from above and provide information to crews on the ground.
A Level 3 evacuation remains in effect for the Salmon Meadows-Kerr area. The Sinlahekin Road, North Fork Salmon Creek Road, Mineral Hill Road and the West Fork Road all remain closed outside of Conconully city limits.
Weather: Expect changing weather conditions as a cold front from the north approaches, bringing cooler temperatures, a rise in humidity, mid- and upper-level clouds and a small chance of rain. Temperatures are expected to rise over the weekend.

Location: Approximately three miles northeast of Conconully
Resources Assigned: 284 personnel
Current Situation: Fire behavior was more active Tuesday as a result of drier conditions and increased winds. The fire is expected to continue to grow minimally to the north, based on the fuels, dry weather and topography. Smoldering and spot fires occurred Tuesday, and crews secured fire edges and cleaned up fire line. A Level 3 evacuation remains in effect for the Salmon Meadows-Kerr area. The south perimeter of the fire has quieted, and crews are pulling hose and other gear.
The Sinlahekin Road, North Fork Salmon Creek Road, Mineral Hill Road and the West Fork Road all remain closed outside of Conconully city limits.
Command of Muckamuck, Cedar Creek, Cub Creek and Delancy fires transferred from California Interagency Incident Management Team 2 (CIIMT2) to Northwest Interagency Incident Management Team 9 (NWIIMT9) at 7 a.m. this morning. NWIIMT9 will build upon the great work done by the previous teams and is committed to maintaining the positive relationships that exist with the local communities.
Weather: Dry, warmer weather and light winds will increase drying. A cold front later in the week is expected to bring cloud cover and shift wind direction from the south to the west by Thursday.

Current Situation: The fire continues to smolder slowly following the weekend rainfall and cooler temperatures. Some tree torching was observed by fire personnel. Crews on Sunday took advantage of favorable weather conditions to increase containment by working hot spots in the north and continuing to build line. Evacuation levels were reduced for some areas, with Salmon Meadows-Kerr the only community still under a Level 3 mandatory evacuation order. On Monday, firefighters will hose down hot spots, mop up and patrol for increased fire activity. The Siniahekin Road, North Fork Salmon Creek Road, Mineral Hill Road and the West Fork Road all remain closed outside of Conconully city limits.
Weather: More favorable weather is forecast, with a Canadian cold front bringing cool and light northerly winds, occasional strong gusts, and possible snow showers on high peaks. The wind and sun will continue to dry lighter fuels and drought-stressed vegetation. Nights will be cool.

Current Situation: The weekend rainfall contributed to the fire slowing with minimal growth Saturday, but activity is expected to increase as warm, dry weather returns. Crews took advantage of the cooler temperatures Saturday and higher humidity to perform initiatives like building line to the most active part of the fire on the north side. Night operations have resumed, and the crews should have line constructed to Road 38 by Sunday. Bucket drops are planned Sunday to cool hot areas, supporting firefighters for safer line construction. As the rain-slick roads dry out, crews plan to clear snags and other hazards to restore access. Protecting the community of Conconully remains a top management objective.
Weather: Calmer, drier weather and lower humidity is expected Sunday, with occasionally gusty winds from the west in the afternoon and northwest this evening. The wind and sun will dry lighter fuels and drought-stressed vegetation after the weekend storms.

Current Situation: As the rain and thunderstorms rolled in to the area last night firefighters retreated to areas where there would be no threat to them related to lightning or debris flow from the burn. Approximately ½ inch of rain fell in Conconully during the storm. This morning the area will be scouted for hazards like debris flow across the road prior to inserting equipment into the area. Today firefighters will work to tie in the last portion of the Muckamuck Fire that continues to grow. The northern portion of the fire, west of the 38 Road, has been burning actively and growing slowly to the northwest toward the Tripod Fire burn scar. Indirect line has already been cut in across much of the area. Crews will take advantage of the moisture and subdued conditions that resulted from last night’s storm to build line directly on the fire’s edge. Holdover fires from lightning strikes are also a concern today. Groups of firefighters are prepared for response to any initial attack fires.
Weather: Scattered showers with the possibility of isolated thunderstorms are expected Saturday. Wind gusts of up to 25 mph are possible in the afternoon and evening. The wind and sun will begin to dry the area out after last night’s storm.

Current Situation: Yesterday conditions were favorable for firing the northwest area of the fire. Firefighters were able to get good consumption of vegetation as they fired off dozer lines constructed and prepped over the last several days. The area was mopped up over night and crews are expected to have that operation completed sometime today. On the south side of the fire, in and around Conconully the work was finished today. Dozer lines have been completed along the west side up to the 38 Road. Two options are being considered on the north end of the fire. Options for direct line construction are being scouted. If these are not feasible the second is to guide the fire into Tripod Burn scar

Weather: The National Weather Service has issued a Flash Flood Watch for North Central Washington. Showers could impact the fire area today. The potential of thunderstorms is also in the forecast. Cooler temperatures will be accompanied by higher relative humidity. Dry and windy conditions are expected to return on Sunday.

-Current Situation: Firefighters are using a combination of direct and indirect fire line from the northeast end of Conconully Lake toward NF-38 Road. Bulldozers have been working this area and will construct this line around Funk Mountain until terrain changes near the 38 Road. Crews are scouting the north portion of the fire from the 38 Road toward Muckamuck Mountain for terrain features favorable for line construction. A firing operation planned for the area west of Mineral Hill was discontinued yesterday due to unreceptive fuel conditions. The plan is to burn out the vegetation between the main body of the fire and the dozer lines constructed over the last several days. If conditions are favorable today that operation will resume. Firefighters are expected to complete structure work around Conconully today. No homes have been destroyed but the threat to the 387 homes in the area will remain until the established lines along the fire’s edge can be controlled around and above Conconully.
-Weather: Today weather conditions will begin to change. This morning will be hazy and then partly cloudy in the afternoon. Temperatures will range from 75-85, winds will be from the northwest in the afternoon and there will be a slight increase in relative humidity. The forecast calls for a chance of showers beginning Friday morning with a slight chance of Thunderstorms.

Town of Conconully

Earlier today, I put out a proclamation declaring the Town of Conconully as a level one. Previously we had been at a level three, which means to evacuate now. The fire danger for the Town proper has passed, although, I recognize that anything can happen and every one needs to be aware. That is level one, to know that there is a fire in the area and to be aware.
This morning I asked Maurice Goodall of Okanogan County Emergency Management to change us to a level 2. He agreed to come up and meet with me and to look at the area. He had not been here since the fire had burnt through.
A couple of hours after talking with him, I received several complaints of people being turned away from Town, while others were allowed through. I observed the security officers making judgements who could come through, and who could not. I contacted Maurice, and relayed that he needed to get here to resolve these issues. He did come up. After talking with him, I was pretty much under the impression that he agreed to go to level two. He said he would have to return to his office to issue the advisory.
I was later contacted by people who said that the security officers told them it did not matter if it was level three or two, nobody would be allowed entrance. I again observed them letting some through and not others.
If the road is closed, then no one should be allowed through. Otherwise, it needs to be open. I again contacted Maurice, and he said that even if they go to level 2, the road would remain closed, This is contrary to the advisories that the board had adopted for Emergency Management Services to follow.
Maurice then told me that if I wanted to go to level one, that I had the authority, but it was against his advise. If I did I would need to notify him by email, which I then did.
He then stated that even if we were on level one, the road would remain closed, and access to Conconully would be shut off. except for those that the security personell decided they would let through.
Maurice stated they wanted to keep people out of the County areas, and wanted to keep those areas on level 3. I agreed that should happen. However, if that was the case, they should move the road blocks to West Fork Rd, North Fork Rd and Sinlahekin Rd. Once they let people into town, and especially locals, they were traveling to areas that they should not have been. Therefore, allow them into town instead of turning them around a half mile away, and concentrate on the roads that you want to keep traffic away from. I know of people that drove to Funk Mountain lookout because no one stopped them. Now maybe they don't want to pay security to watch each road out of town, but most likely they will be reimbursed for those costs from FEMA. In the meantime, there is no reason, and I seriously mean no reason, to keep people from entering the Town itself.
I am aware of fires, and realize things can activate again, but I am also aware that the biggest threat has passed, People out the West fork and North Fork need to be aware as do the people in Town.
Most everyone has returned from the evacuation, and If the levels are not reduced for those that should be, the residents will become complacent, and if any thing happens to warrent further awareness or evacuation then how do we notify people other than moving the evacuation level back up.
Anyway, some people asked for further thoughts on my decision. I believe people should be allowed back in, whether that be level one or two. In all reality, we are probably a level 1 1/2
