Cub Creek 2 Fire
Morning Update
July 22, 2021
California Incident Management Team 1 will assume command of the Cub Creek 2 fire on Friday at 0600. Northwest Incident Management Team 8 will continue to manage the Cedar Creek and Delancy fires.
Fire Information Line – (541)-670-0812 (8:00 am to 8:00 pm)
The fire is burning on Okanogan County Fire District 6 and Washington Department of Natural Resources protected lands and the Okanogan-Wenatchee National Forest.
Winthrop, WA — Cub Creek 2 – The fire is estimated at 38,671 acres with 5% containment. The fire is burning northward with lateral growth to the west and to a lesser degree to the east. Low intensity backing fire is moving downslope towards the Chewuch River on both east and west sides. Fire growth has been consistent for several operational periods. Firefighting efforts have benefited in areas where the fire has merged into past burned areas and areas that have received previous fuel treatments.
The fire remains split into east and west arms extending outward from approximately the confluence of Boulder Creek and the Chewuch River. The arms have grown together approximately 6 miles north of the confluence. Spotting up to one quarter mile is possible.
Fire line at the rear of the fire along the southern perimeter is holding and hand crews are using cold trailing techniques to prevent flare ups and reduce hot spots. The area southwest and west of the fire is a priority to manage fire movement in Sherwood Creek and Deer Creek. Aircraft will be used, if smoke conditions allow, to deliver water to support the work of firefighters in those areas. Forest Road 52 Road is being prepared to use as a containment line if necessary. Dozer and hand fireline is in place southeast of the fire but the terrain west of Ramsey Peak is a challenge. Use of Pebble Creek as well as other routes are being considered for containment lines.
Firefighting efforts are focused on using existing features and reinforcing containment lines.
Structure protection measures are in place.
Resource advisors with local expertise are providing input to firefighters to protect natural, cultural, and historic resources during firefighting operations.

Evacuation Information: The Okanogan County Emergency Management (OCEM) evacuations for the Chewuch River drainage have been reevaluated and remain in effect. Please consult OCEM information resources for current evacuations. Residents leaving Evacuation Level 3 areas should be extremely cautious, drive slowly, and watch for firefighters and firefighting equipment on the roadway.

A Temporary Flight Restriction is in place over the fire area. Please consult the “Notice to Airmen” (NOTAM) for specifics. Wildfires are a “No Drone Zone” and any drones sighting in a TFR will immediately ground aerial firefighting resources and delay suppression actions.
Weather: Lighter winds are predicted today but the temperatures will rise a few degrees. Expect winds to become upslope/up valley later in the morning, switching to more westerly by mid-afternoon. Gusts to 15 mph are still possible in the valleys. Smoke will linger for most of the day and may hinder air support. High temperatures will continue to increase through the weekend. Temperatures will be 70-75 in the valleys and cooler on the ridges.
Air Quality: Expect similar to worsening smoke conditions today as were experienced yesterday. Unhealthy to hazardous conditions will occur in the Upper Methow Valley east of Mazama from early morning to mid-afternoon. Communities further down valley may experience unhealthy air. Smoke has spilled over into the Okanogan Valley. Tonasket and Omak may experience unhealthy air throughout the day. Oroville is receiving heavy smoke from Canada and the Methow Valley. Chelan may start having hazy skies today. Conditions should improve overnight but smoke will return Friday morning.

Morning Update
July 22, 2021
Okanogan-Wenatchee National Forest
Northwest Incident Management Team 8 will continue to manage the Cedar Creek and Delancy Fires. California Incident Management Team 1 will assume command of the Cub Creek 2 Fire on Friday at 0600.
Fire Information Line - Cedar Creek and Delancy Fires: 509-557-0740 (8:00 am to 8:00 pm)
Winthrop, WA — Cedar Creek and Delancy Fires are burning on the Okanogan-Wenatchee National Forest in very steep and rocky terrain in heavy down fuels.
Cedar Creek Fire The Cedar Creek Fire is estimated at 18,634 acres and 11% contained. Strong west winds caused the fire to actively burn through the night triggering additional evacuations in the Wolf Creek area. The southeastern portion of the fire pushed down McKinney Mountain onto Virginian Ridge and down into Little Falls and South Fork drainages to the west of Lucky Jim Bluff. Today, firefighters will use helicopters and other aerial resources to decrease fire activity and spread on the southern portion of the fire; however, smoke could impact flying conditions. Firefighters continue to prepare and open up additional dozer and hand line along the base of the foothills west of State Route 20 from Early Winters area south towards Gobblers Knob. From Gobblers Knob, crews plan to reopen previous dozer line from prior fires across Thompson Ridge. West winds are expected to decrease today slowing fire spread; however, the fire will remain active due to extremely dry fuels, high temperatures and low relative humidity.
Engine strike teams and local resources, including Okanogan County Fire District 6, are providing structure protection to residences along Highway 20 and adjacent areas impacted by the Cedar Creek Fire.
The northern portion of the fire continues to slowly back down towards Highway 20. Firefighters are tying in the northeastern portion of the fire at the confluence of Cedar Creek and Early Winters Creek into State Route 20. Firefighters will continue to monitor as fire backs down the northern ridgeline of Sandy Butte. The western portion of the fire in Silverstar Creek area continues to slowly push up the drainage.
The strategy of containment is to use indirect tactics and construct containment lines in areas with a high probability of success. The objective is to keep the fire in the higher elevations above the valley and away from values at risk.
Delancy Fire The fire has moved over Delancy Ridge and is expected to continue to creep and smolder in steep, rocky, sparsely vegetated terrain and remains unstaffed due to the rugged terrain. Fire managers are evaluating values and risks. Containment opportunities are being actively scouted on the east side up Lost Creek Road. The fire is being monitored by aircraft. The estimated size of this fire is approximately 219 acres.

For the safety of the firefighters and aircraft fighting these fires, a temporary flight restriction (TFR) has been placed over the area. Please consult the “Notice to Airmen” (NOTAM) for specifics. Wildfires are a “No Drone Zone” and any drones sighting in a TFR will immediately ground aerial firefighting resources and delay suppression actions.
State Route 20 (North Cascades Highway) remains closed at milepost 185 (7 miles west of Winthrop) to milepost 165 to all traffic due to fire activity.
The Okanogan-Wenatchee National Forest has implemented a Fire Emergency Area Closure as of July 15, 2021. The Closure includes facilities, roads, and trails. The Closure may be viewed in its entirety at the “Cedar Creek and Delancy Fires 2021” Facebook page.
The Forest Service Fire Emergency Area Closure is separate from the Washington State Department of Transportation’s (WSDOT) closure of portions of State Route 20 and may change or be lifted at different times depending on operational needs. WSDOT is working closely with the Forest Service and Okanogan County to identify where fire activity and firefighting operations warrant closure.
Evacuation Information: The Okanogan County Emergency Management (OCEM) continues to reevaluate evacuation levels. For the most up to date evacuation levels see the OCEM’s website above. Residents entering Evacuation Level 3 areas need to slow down and watch for firefighters and equipment in roadways.
Weather: Lighter wind today but still dry and a couple of degrees warmer. Expect winds to become upslope/upvalley late in the morning, switching to more westerly by mid-afternoon. Gusts to 15 mph are still possible in valleys. Smoke will linger for most of the day. High temperatures will continue to increase through the weekend with no precipitation expected. Temperatures will be 70-75 in the valleys and around 82 in Mazama. Winds will be upslope/upvalley by late morning near Mazama, then west 6 to 10 mph by mid-afternoon.

Health
If you have heart or lung disease, if you are an older adult, or if you have children, talk with your doctor about whether and when you should leave the area. When smoke is heavy for a prolonged period of time, fine particles can build up indoors, even though you may not be able to see them.

Trail Community we need your help with this one! This Kona Caldera mtn bike is locked to the Andrews Creek T.H. hitching post up the Chewuch. If you know anything about this bike or who may have stashed it here it would be extremely helpful to track them down. The USFS is spending resources trying to locate the owner. Specifically, they are trying to determine if it belongs to someone they need to rescue from the fires. If you know anything about this bike please let us know or the USFS through the fire information center Phone: 541-670-0812 Hours: 8 am - 8 pm. Thank you.

The fire is burning northward with lateral growth upslope to the west and east with low intensity backing downslope towards the Chewuch River. Fire growth has been consistent for several operational periods. Firefighting efforts have benefited in areas where the fire has merged into past burned areas and areas that have received previous fuel treatments.
The fire remains split into east and west arms extending outward from approximately the confluence of Boulder Creek and the Chewuch River. Overnight the fire burned actively and was not significantly different from daytime fire behavior as a result of poor relative humidity recovery and low fuel moisture. Spotting up to one quarter mile is possible.
Fire line at the heel of the fire along the southern perimeter is holding and hand crews are using cold trailing techniques to prevent flare ups and reduce hot spots. The area southwest and west of the fire is a priority to manage fire movement in Sherwood Creek and Deer Creek. Aircraft will be used if available to deliver water to support the work of firefighters in those areas. The 52 Road is being prepared to use as a containment line if necessary. Dozer line is in place southeast of the fire but the terrain past that line and west of Ramsey Peak is not favorable to heavy equipment and plans including the use of Pebble Creek as well as other routes are being considered for containment lines.

Winthrop, WA — Cedar Creek and Delancy Fires are burning on the Okanogan-Wenatchee National Forest in very steep and rocky terrain in heavy down fuels.
Cedar Creek Fire The fire has reached Lucky Jim Bluff and continues to move to the southeast along ridgelines. The fire burned actively in the Silver Star, Huckleberry, and Cedar Creek drainages. Firefighters will continue preparations on dozer line along the base of the foothills to the west of State Route 20 working south towards Twisp River drainage. The active fire behavior has prompted the Okanogan County Emergency Management Office (OECM) to declare several evacuation level increases. Three strike teams of engines (15 engines) arrived yesterday to assist with structure protection along State Route 20.
In the northeast corner, crews conducted a small burnout operation and tied handline into Highway 20 to secure this portion of the line. The northern and western flanks are expected to show minimal growth.

The objective is to keep the fire in the higher elevations above the valley and away from values at risk of private property. The Cedar Creek fire is estimated at 14,857 acres with 11% containment.
Delancy Fire The fire has moved over Delancy Ridge and is expected to continue to creep and smolder in steep, rocky, sparsely vegetated terrain and remains unstaffed due to the rugged terrain and scarce resource availability. Fire managers are evaluating values and risks.
Containment opportunities are being actively scouted on the east side up Lost Creek Road. The fire is being monitored by aircraft. The estimated size of this fire is approximately 219 acres.

Breezy and dry westerly winds are expected today as a cold front moves across the Cascades. Humidity is expected to be above 20% on the west side of the fire but drier down near the south end of the fire. Winds will be 7 to 10 mph with gusts to 20 mph in the afternoon. Temperatures in the upper valley near Mazama will be near 80 degrees and 65-70 on the ridges. Dryness, cool temperatures and evening breezes will likely continue through most of the week.
Air Quality: The west wind component overnight resulted in clearer skies this morning. However, Mazama, Winthrop and Twisp is likely to experience periods of unhealthy and hazardous smoke conditions today. As the transport winds shift to the NW overnight, expect degraded air quality in the Okanogan Valley including Tonasket, Conconully, Omak and Okanogan. When smoke is present, motorists should reduce speed and turn on headlights.

Washington Gets 4th Wildfire Assistance Grant From FEMA

BOTHELL, WA — The federal government on Wednesday authorized nearly $800,000 to help pay for ongoing firefighting efforts at the Cedar Creek Fire, burning in Okanogan County near Mazama. As of Wednesday morning, the fire neared 15,000 acres in size, at just 11 percent containment. Not far to its east, the Cub Creek 2 Fire has burned more than 35,000 acres and was just 5 percent contained.

In approving Washington's request for help at the Cedar Creek Fire, the Federal Emergency Management Agency (FEMA) noted evacuation orders in place for several neighborhoods and the risks posed to community infrastructure.

"At the time of the state's request, the wildfire was threatening homes in and around the community of Mazama and the north end of the Methow Valley," FEMA wrote Wednesday. "The fire was also threatening recreational, electrical and communications infrastructure as well as roads, utilities, and businesses in the area."

The grant approved Wednesday is Washington's fourth of the 2021 wildfire season. The acting administrator for FEMA's Region 10 said the Cedar Creek Fire threatened enough damage to constitute a "major disaster."

Fire management assistance grants come through the President's Disaster Relief Fund and can be used to pay for field camps, equipment, repairs, tools, supplies and other materials. FEMA funds can cover up to 75 percent of the state's eligible firefighting costs for eligible fires.

The Cedar Creek Fire and the Cub Creek 2 Fire are two of more than a dozen large wildfires burning in Washington in Oregon. The Bootleg Fire in southern Oregon is the largest fire burning in the United States.

Fire Information Line - Cedar Creek and Delancy Fires: 509-557-0740 (8:00 am to 8:00 pm)
Winthrop, WA — Cedar Creek and Delancy Fires are burning on the Okanogan-Wenatchee National Forest in very steep and rocky terrain in heavy down fuels.
Cedar Creek Fire The fire has reached Lucky Jim Bluff and continues to move to the southeast along ridgelines. The fire burned actively in the Silver Star, Huckleberry, and Cedar Creek drainages. Firefighters will continue preparations on dozer line along the base of the foothills to the west of State Route 20 working south towards Twisp River drainage. The active fire behavior has prompted the Okanogan County Emergency Management Office (OECM) to declare several evacuation level increases. Three strike teams of engines (15 engines) arrived yesterday to assist with structure protection along State Route 20.
In the northeast corner, crews conducted a small burnout operation and tied handline into Highway 20 to secure this portion of the line. The northern and western flanks are expected to show minimal growth.
The strategy of containment is to use indirect tactics and construct containment lines in areas with a high probability of success. The objective is to keep the fire in the higher elevations above the valley and away from values at risk of private property. The Cedar Creek fire is estimated at 14,857 acres with 11% containment.
Delancy Fire The fire has moved over Delancy Ridge and is expected to continue to creep and smolder in steep, rocky, sparsely vegetated terrain and remains unstaffed due to the rugged terrain and scarce resource availability. Fire managers are evaluating values and risks. Containment opportunities are being actively scouted on the east side up Lost Creek Road. The fire is being monitored by aircraft. The estimated size of this fire is approximately 219 acres.

State Route 20 (North Cascades Highway) remains closed at milepost 185 (7 miles west of Winthrop) to milepost 165 to all traffic due to fire activity.
The Okanogan-Wenatchee National Forest has implemented a Fire Emergency Area Closure as of July 15, 2021. The Closure includes facilities, roads, and trails. The Closure may be viewed in its entirety at the “Cedar Creek and Delancy Fires 2021” Facebook page.
The Forest Service Fire Emergency Area Closure is separate from the Washington State Department of Transportation’s (WSDOT) closure of portions of State Route 20 and may change or be lifted at different times depending on operational needs. WSDOT is working closely with the Forest Service and Okanogan County to identify where fire activity and firefighting operations warrant closure.
Evacuation Information: The Okanogan County Emergency Management (OCEM) continues to reevaluate evacuation levels. For the most up to date evacuation levels see the OCEM’s website above. Residents entering Evacuation Level 3 areas need to slow down and watch for firefighters and equipment in roadways.
Weather: A Red Flag Warning has been issued for the Methow Valley in the fire areas for gusty winds and low relative humidity. Breezy and dry westerly winds are expected today as a cold front moves across the Cascades. Humidity is expected to be above 20% on the west side of the fire but drier down near the south end of the fire. Winds will be 7 to 10 mph with gusts to 20 mph in the afternoon. Temperatures in the upper valley near Mazama will be near 80 degrees and 65-70 on the ridges. Dryness, cool temperatures and evening breezes will likely continue through most of the week.
Air Quality: The west wind component overnight resulted in clearer skies this morning. However, Mazama, Winthrop and Twisp is likely to experience periods of unhealthy and hazardous smoke conditions today. As the transport winds shift to the NW overnight, expect degraded air quality in the Okanogan Valley including Tonasket, Conconully, Omak and Okanogan. When smoke is present, motorists should reduce speed and turn on headlights.

The fire is burning on Okanogan County Fire District 6 and Washington Department of Natural Resources protected lands and the Okanogan-Wenatchee National Forest.
Winthrop, WA — Cub Creek 2 – The fire is estimated at 35,134 acres with 5% containment. The fire is burning northward with lateral growth upslope to the west and east with low intensity backing downslope towards the Chewuch River. Fire growth has been consistent for several operational periods. Firefighting efforts have benefited in areas where the fire has merged into past burned areas and areas that have received previous fuel treatments.
The fire remains split into east and west arms extending outward from approximately the confluence of Boulder Creek and the Chewuch River. Overnight the fire burned actively and was not significantly different from daytime fire behavior as a result of poor relative humidity recovery and low fuel moisture. Spotting up to one quarter mile is possible.
Fire line at the heel of the fire along the southern perimeter is holding and hand crews are using cold trailing techniques to prevent flare ups and reduce hot spots. The area southwest and west of the fire is a priority to manage fire movement in Sherwood Creek and Deer Creek. Aircraft will be used if available to deliver water to support the work of firefighters in those areas. The 52 Road is being prepared to use as a containment line if necessary. Dozer line is in place southeast of the fire but the terrain past that line and west of Ramsey Peak is not favorable to heavy equipment and plans including the use of Pebble Creek as well as other routes are being considered for containment lines.
Firefighting efforts are focused on using existing features and reinforcing containment lines.
Structure protection measures are in place.
Resource advisors with local expertise are providing input to firefighters to protect natural, cultural, and historic resources during firefighting operations.

Evacuation Information: The Okanogan County Emergency Management (OCEM) evacuations for the Chewuch River drainage have been reevaluated and remain in effect. Please consult OCEM information resources for current evacuations. Firefighting efforts are focused on using terrain features and reinforcing existing containment lines. Spotting up to a ¼ mile is possible. Winds associated with a cold front will influence fire behavior throughout the night. Structure protection measures are in place.

A full complement of air resources were available but use was very limited until after 5:00 PM due to visibility. Once the inversion lifted, fire activity increased. As of this evening, the fire had moved south along Sandy Butte ridge down to near Lucky Jim Bluff. Three strike teams of engines (15 engines) arrived today to assist with structure protection along State Route 20. Firefighters will continue preparations on dozer line along the base of the foothills to the west of State Route 20 working south towards Twisp River drainage. Okanogan County Emergency Management has issued the following:

A level 3 evacuate NOW has been issued for all persons living on the gravel portion of Wolf Creek Road from State Route 20 east to the pavement, Winthrop Washington. Persons should be aware of their surroundings and take action NOW. This may be the only notice you receive. Do Not wait for door to door notification, take action NOW. Level 3 Immediate Evacuation (GO NOW) is being issued due to the increased fire activity on the Cedar Creek Fire. A Red Cross Shelter is in Stand-by status at the Methow Valley Elementary School in the Eagle Gym. Please call 509-670-5331 to contact the shelter.

Level 2 (Be Ready) has been issued for all persons living north of the Methow River from the end of Lost River Road, east on Lost River Road to Mazama then east on Goat Creek Road to the intersection of SR 20, including the Edelweiss area.

Level 2 (Be Ready) has been issued for all persons living between State Route 20 and the Methow River from the intersection of SR 20 and Goat Creek Road east towards Winthrop to Mile Post 190.5.

Level 2 (Be Ready) has been issued for persons living off of Wolf Creek Road between the Wolf Creek Bridge and Green Road.

Level 2 ( Be Ready) has been issued for the Sun Mountain Lodge area.

Persons should be aware of their surroundings and take action if needed.
You must be prepared to leave at a moments notice.
This may be the only Notice you receive.
Do not wait for door to door notification, take action if needed.

Level 2 (BE READY) is being issues due to the increased fire activity on the Cedar Creek Fire, Mazama Washington.

Fire Closure Order: 06-17-04-21-10

Pursuant to 16 U.S.C. § 551 and 36 CFR § 261.50(a) and (b), and to provide for public safety, the following acts are prohibited within the Methow Valley Ranger District of the OkanoganWenatchee National Forest.
This Order is effective July 20th, 2021, through December 31, 2021, unless rescinded sooner.
PROHIBITIONS:
1. Entering into or being upon National Forest System lands, as described below and displayed on the attached map, Exhibit A [36 CFR § 261.53(e)].
2. Being on a National Forest System trail, as described below and displayed on the attached map, Exhibit A [36 CFR § 261.55(a)].
3. Being on a National Forest System Road as described below and displayed on the attached map, Exhibit A [36 CFR § 261.54(e)].
CLOSURE AREA DESCRIPTION: The closure area begins at the junction of NFS Rd 5100000 Chewuch and the FS boundary at T36NR21ES35, and extends northwest, then south and west following the FS boundary. It continues west to T35NR20ES14, just at the point the FS boundary touches SR20, and turns north following the western edge of T35NR20ES14 and S11. It then follows the southern edge of T35NR20ES3 to its intersection with NFS Rd 5217100 Fawn Creek East. It follows Rd 5217100 to its intersection with private road Highland Rd, and follows the private road west, then resumes following the FS boundary north to T36NR20ES33. It then follows the southern edge of T36NR20ES33, then the western edge of T36NR20ES33, and then the southern edge of T36NR20ES29 until it intersects NFS Rd 5200000 Cub Goat Creek. It then follows Rd 5200000 north to the junction with NFS Rd5225000 Blackpine Basin in T36NR20ES29, and then north following and Rd 5200000. The portion of road Rd 5200000 between the Goat Creek Rd. and Rd 5225000 will remain open. It then follows Rd 5200000 north to T37NR20ES34 where it crosses Goat Creek. The closure follows Goat Creek north and west to T37NR20ES22 where Cougar Creek joins. It follows Cougar Creek drainage to its high point at the summit of McLeod Mountain at 8,099 feet, T37NR20ES18. At McLeod Mountain, it follows the Pasayten Wilderness boundary north to T39NR20ES10 and then east and north to T39NR23ES30. At the intersection of the Pasayten Wilderness boundary and the boundary between the Methow Valley RD and the Tonasket RD, it turns south and follows the district boundary line to its intersection with NFS Rd 3900000 in T37NR23ES29. It follows NFS Rd 3900000 and the district boundaries south to the intersection of NFS Rd 3900000 and NFS Rd 3700000 in T36NR23ES8. NFS Rd390000 will remain open. NFS Rd 3700000 from intersection with NFS Rd 3900000 west will be closed. It then follows NFS Rd 3700000 south to T36NR23ES22 where it resumes following the Ranger District boundary south. At T35NR23ES4 it intersects Trail #354 Golden Stairway and follows Trail #354 and the district boundary south. Trail 354 will remain open. At the intersection of the district boundary / Trail 354 and NFS Rd 4235000 Starvation Mountain in T35NR23ES15 it follows Rd 4235000 south to the intersection with Trail #321 Shrew Creek in T35NR23ES22. The portion of Rd 4235000 between the intersection with Trail #321 and Trail #354 will remain open. The remainder of Rd 4235000 from the intersection of Trail #321 south to its beginning point on Rd 4200000. The area closure boundary then follows Trail #321 east to the intersection with the Ranger District boundaries and then resumes following the district boundary south to Granite Mountain in T35NR23ES25. At Granite Mountain it follows the high point of the ridge southwest to Trail #356 Granite Mountain and then east back to the district boundary in T35NR24ES30. It then resumes following the district boundary south to its intersection with NFS Rd 4200000 in T34NR24ES20. It then turns west following Rd 4200000 to its intersection with NFS Rd 4225000 South Fork Beaver in T34NR23ES25. Rd 4200000 will remain open. It then follows Rd 4225000 west to the intersection with County Rd 1637 Upper Beaver Creek in T34NR22ES24. Rd 4225000 and Rd 4225200 Volstead Creek are included in the closure. It then follows the NFS boundary west and north to return to the starting point at the intersection of NFS Rd 5100000 Chewuch in T36NR21ES35.
All trails within the Pasayten Wilderness and on the Tonasket Ranger District will remain open.

EXEMPTIONS:
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
1. Any federal, state, or local officer, or member of an organized rescue or fire fighting
force int he performance of an official duty.
2. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails,
or Areas Restricted by Regulation Order), specifically authorizing the otherwise
prohibited act or omission.
These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.
Violations of this prohibition are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C.
§ 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581).
