An unelected government employee, no matter how senior, does not "funnel" funds to some other program. If they do so they can and will be prosecuted.

In order for that money to get the a lab in China it had to be approved by Congress (very probably a Republican Congress) and requested by the Executive branch. A lot of people could have said, "that is a bad idea!" but didn't seem to think it was that important.

We hold elected officials accountable for the mistakes that are made on their watch, even if they didn't personally make them. They are (or were, thankfully) in charge. That's exactly what being "in charge" means.

All of this was covered in school in the eighth grade. You don't need me to tell you how our government actually works if you were paying attention.
